This sounds like a pretty solid issue. You should attack it at the root of the problem. Seriously theres usually a valve that will turn off the flow.
Alright after tracing your ip, and finding out where your sink is, I was able to fix the issue and you have water again! Don't know why it looks like 16-bit blocks though. I guess that's normal in [REDACTED] Have a nice day.

Hmm well that's not an issue I've personally encountered, do the random bits eventually go away or haven't you tested that yet?
You can easily fix this problem by doing //drain (radius) if you're an apprentice. If not you can simply just delete the puddles by placing blocks, it's not that difficult
